An outdoor eating area used only on a seasonal basis in conjunction with a drive-in eating establishment, a restaurant, or take-out eating establishment, where seating accommodation is provided and where meals or refreshments are served to the public for consumption on the premises and which is located entirely within the owner’s property limits.
