RESPONSE:
A shipping container or usually a trailer that is on wheels is not considered a building/structure in our municipality. If on concrete blocks, ground, etc then building permit required...ie considered a structure on Building Code and would also be considered building/structure under z/bl. Therefore, in this case would have to comply with setbacks, coverage, etc. In the end, probably more of an issue of aesthetics (ie not too nice have rail car-box, truck trailer, massive storage bin in your backyard). Previously we have not gone anywhere near regulating the look or type of a property owners accessory building. And I don't really want to go there, unless others have had some success with little difficulty. The even broader issue is regulating aesthetics through zoning.
